RFQ – City of Brockton Legal Notice

Request for Qualifications (RFQ) for Construction Manager at Risk for a much-needed public parking garage and associated road work (improve traffic circulation) that will serve the Enterprise Center. The Enterprise Center is a 3.42-acre site located in the center of downtown Brockton. The 415-space parking structure will be built on Petronelli Way. This is a transit-oriented development site located adjacent to the MBTA Commuter Rail (Old Colony Line) and the Brockton Area Transit Intermodal Transportation Centre. This Request for Qualifications is the first phase of a two-phase procurement process pursuant to MGL Ch. 149A. The Brockton Redevelopment Authority (BRA) will evaluate Statements of Qualifications (SOQ) in accordance with the evaluation criteria set forth in the RFQ. BRA intends to invite the three top rated firms to submit a proposal in response to a Request for Proposals (RFP) that will be used in the second phase of procurement.

The City of Brockton is in the process of developing an Annual Action Plan and a Consolidated Five Year Plan that will establish community goals and guide resource allocations. These plans are a requirement by the US Department of Housing and Urban Development. The Annual Action Plan begins
July 1, 2018 and ends on June 30, 2019. The Consolidated Five Year Plan covers the period July 1, 2018 through June 30, 2022. We invite you to assist the City in establishing community needs and priorities. We appreciate your time and participation!
