The HOME Program was created under Title II of the Cranston-Gonzalez National Affordable Housing Act (NAHA) of 1990. It provides the City of Brockton with the flexibility to determine the kinds of housing assistance most appropriate to address its housing needs. Federal requirements mandate that 100% of the HOME funds to be used to assist low-income households. It is the largest Federal block grant to state and local governments designed exclusively to create affordable housing for low-income households
The Brockton Redevelopment Authority (BRA), as administrator of the HOME Program for the City of Brockton, receives federal HOME Program funds on an annual basis from the U.S. Department of Housing and Urban Development (HUD) to support the development and preservation of affordable housing units for low- and moderate-income individuals, families, the elderly and people with special needs.
In previous years, the City of Brockton has provided HOME funding to nonprofit and for-profit developers to preserve and increase the supply of affordable housing in the community. However, due to a significant reduction in funding, the City of Brockton has more limited funds. The amount of funding available will depend on the project itself, as well as the availability of funding, particularly the availability of CHDO set aside funds.
The Brockton Housing Authority recently completed the renovation of 932 Main Street to create 2 affordable rental units for low-income families and 1 ADA accessible unit
