The Façade Improvement program provides a repayable interest-free deferred loan for approved façade and building improvements in the City of Brockton. The loan must be repaid at the event of (a) change of commercial property title ownership (b) refinancing of the mortgage, and (c) death the property owner.

Funding can be allocated towards rehabilitation items such as the renovation or restoration of architectural details, the installation of energy efficient windows and entrance systems, the removal of roll down grills, and eligible signage, awnings and lighting for facades of commercial properties in eligible locations in Brockton.

Loan amounts may vary and are subject to the federal funding yearly allocation.  It is recommended that prospective applicants contact the BRA for further information and inquiry as to funding availability.  The Façade Program is regulated by a Committee, which oversees the approval process.  BRA staff will be available to provide information and counseling to applicant through the conceptual design stage, as well as advising applicants on how best to schedule and complete any necessary reviews and approvals needed to secure a building permit.

Applicants will be responsible for securing the services of a licensed architect at their own expense in order to refine their conceptual design into plans suitable for use as permit and contract drawings.  All design plans are subject to the review and approval of the BRA Façade Improvement Committee and the Local and State Building Codes. In certain cases, however, the BRA and an applicant may jointly agree to retain through public procurement the services of a licensed architect to provide such design plans, with professional service fees deducted from the program’s loan. In either case, applicants will also be required to obtain the services of a licensed contractor to complete all approved work.

All funding requires matching funds invested by the business owner, and CDBG funds are available to a maximum $55,000 plus $2,500 architectural cost assistance. All work to facades or signage must be in compliance with the city sign ordinance and must be approved by the Façade Committee prior to beginning any work. Improvements made prior to a signed facade improvement contract will not be funded.

Interested applicants may submit a preliminary application to the Brockton Redevelopment Authority, applications will be accepted all year-round.
