The Brockton Redevelopment Authority in collaboration with the City of Brockton Mayor’s Office is accepting applications for the position of CDBG Program Manager in the City of Brockton. Successful candidate primary job responsibilities will be to assist in the strategic planning implementation and program development of all CDBG programs. The incumbent will also be responsible for interacting with other Authority’s and City of Brockton Departments as well as outside agencies to convert new opportunities and programs into additional activities to assist low and moderate-income residents of Brockton. Position requires successful candidate to assist and supervise in the development of activities associated with the City of Brockton’s “Annual Plan, Consolidated Five Year Plan and the Consolidated Annual Performance and Evaluation Report (CAPER).”
Reports to the Executive Director of the Brockton Redevelopment Authority relating to Community Development Block Grant (CDBG) program activities:
Monitors various contractors and sub-recipients to ensure compliance requirements are met. Prepares contracts for a variety of CDBG related activities. Coordinate and prepare plans, “Request for Proposals” (RFP’s) and other documentation associated with grant management. Coordinate Façade Improvement Program and other duties that may be assigned by the Executive Director.
Responsible for all duties required to carry out the Homeowner Rehabilitation Program
Ensures that the Authority meets HUD and DHCD requirements for sound management as measured by applicable federal, state and local guidelines.
Assist in ensuring the operating revenue and expenses meet approved CDBG budget allocation.
Demonstrated work experience of at least 3 years with grant programs. Bachelor’s Degree in Urban Planning, Public Administration or related field is required. Master’s degree in Planning or a related field of study is preferred. Knowledge and experience with “Community Development Block Grant” programs preferred. Demonstrated knowledge of housing policy and practices, knowledge of development regulations is required. Knowledge of the Brockton Redevelopment Authority’s policies and programs is preferred. Must have the ability to makes work decisions in accordance with rules, regulations, policies and procedures. Excellent communication skills in a courteous, efficient and professional manner with staff, oversight Boards and committees and the general public, both verbally and in writing a must. Knowledge of personal computer and Microsoft applications including word processing, database, spreadsheet applications, email, Internet, etc. Ability to maintain detailed financial files and make them readily available upon request. Must be certified by NCDA for basic CDBG training.
